The new century brought with it new facilities and new programs. C.O.P.E. and Trailblazers hit their stride at Horseshoe while Camp Ware received capital campaign funds to build Macaleer, HQ and Health Lodge buildings. The HSRAA was formed and helped improve both camps.
HSR Highlights: Goodman Pavilion built and dedicated, HSRAA formed, Irish Jamboree takes place at Camp John H. Ware 3rd.
In This Year: George W. Bush is elected President, the Y2K effect on computers is negligible, Enron is embroiled in scandal as the dot.com bust occurs, the Summer Olympics take place in Sydney, Australia, the final Peanuts cartoon strip is published.

Time Capsule Discovered
2003 – Contributed by Ray Hayden
During 2003 Health Lodge renovations, a time capsule was discovered in the chimney of the Health Lodge which contained various memorabilia circa 1944 when the Health Lodge was opened. Included was a felt Horseshoe Round patch from 1942, an article in the Daily Local News from 1944 regarding the Health Lodge dedication, an invitation and schedule of events to the dedication and a ticker tape list of the signatures of all who attended the dedication.
Rothrock Pavilion Dedication

The Rothrock Pavilion, dedicated to William “Biff”Davis, is a testament to the extensive service and leadership of Bill Davis who was an active participant in Troop 117, Octoraro Lodge #22, the HSRAA and many other facets of Scouting.
